[Berzelius-users] EU sanctions

Dear Berzelius user,

We have to inform you about consequences of the EU sanctions on Russia
and Belarus:

Users presently residing in Russia or Belarus must not access the
services of Berzelius. Any use of the services of Berzelius with
intention to share the access or results for use in Russia or Belarus is
prohibited. Any attempt to transgress or circumvent these rules will
result in your user account being closed for an indefinite period.

Please note that these rules do not address citizenship and are not
intended to target anyone outside the sanctioned countries.

The rules are based on article 2.1 and 2.2 of the sanction against
Russia (EU-regulation 833/2014, amendment 2022/328), which prohibits all
exports of dual-use items and extends the prohibition to include
technical assistance, providing access or otherwise allowing use of
dual-use items. The compute servers of Berzelius are dual-use goods. The
sanctions target any natural or legal person, entity or body in Russia
as well as intended end-use in Russia. Analogous sanctions are presently
in force against Belarus (EU-regulation 765/2006, amendment 2022/355).
