There will be a full service stop on Kappa Thu 9 Sep 08:30

 - No jobs will run at the time
 - There is an reservation that prevents job to run at the time of the stop

During the stop we will introduce certain changes in the batch
queueing system.

 - theophys and theophys_risk will be renamed to green and green_risk
   respectively.
 - Liu5 users will be moved into the green/green_risk and not be able
   to use kappa partition anymore.
 - kappa partition will be reduced by 29 nodes.
 - green/green_risk will be set to 58 nodes.

Note that after the stop all former theophys* jobs will have to use the
new partition names green/green_risk.
