The service stop on Kappa is now over

Changes:
 - OS upgrade to latest on all nodes.
 - slurm upgrade 2.1.11 -> 2.1.13
 - implementation of green/green_risk (see below)

[IMPLEMENTATION OF GREEN-LIKE BATCH QUEUEING SYSTEM CONFIG]

Please Note:

 1. The partitions theophys and theophys_risk are no more available
    and have been renamed to green and green_risk respectively.

 2. green/green_risk contains 58 nodes (an increase by 29 nodes from
    the earlier theophys/theophys_risk). The kappa partition has been
    reduced by 29 nodes. Fair-share for other liu accounts using the
    default kappa partition have been reduced accordingly.

 3. Only accounts liu1 and liu5 can use green/green_risk. liu1 and
    liu5 can not use any other partition except for green/green_risk.

 4. 
    - liu1's minimum guaranteed number of nodes in the green queue is
      at the moment 2 (29 nodes / 12 users).
    - liu5's minimum guaranteed number of nodes in the green queue is
      at the moment 3 (29 nodes / 8 users).
    - We will later on implement an oversubscription factor for this.

 5. green_risk has now a timelimit of 24 hours as agreed upon the last
    kappa meeting.

 6. At the moment 4 nodes within green/green_risk are down.

green/green_risk usage:

Add this arguments to your job/sbatch/srun/interactive:

   liu1 risk job:
       -A liu1 -p green_risk

   liu1 guaranteed job:
       -A liu1 -p green -N 2

   liu5 risk job:
       -A liu5 -p green_risk

   liu5 guaranteed job:
       -A liu5 -p green -N 3
