[Kappa-users] --requeue of preempted jobs

As we informed on the last user meeting we have enabled requeueing of
preempted jobs on Kappa.

Previously when jobs where preempted they were automatically cancelled
and you had to implement requeueing of risk jobs by hand. Now, if the
job has been submitted with --requeue it will be automatically
requeued if it is being preempted.

Note: --requeue will also enable requeueing of jobs dying because of a
node failure.
