[Neolith-users] Changed mount point of scratch filesystem

Hello all Neolith test users.

The mount point for the node local scratch filesystem have been changed, 
from /disk/local to /scratch/local. This change is intended to make it more 
explicit that the file system is scratch space that will be cleaned up after 
a job finishes.

Please update your job scripts so that they use /scratch/local instead 
of /disk/local.
