[Bi-users] Problems starting jobs during the night

Dear Bi Users,

you might have noticed problems submitting jobs during the night and morning. This has
now been fixed.

The problem was due to our project and allocation database having
2020-10-01 as the end date of the Bi allocations and most of the
projects. We set that some time ago, and did not remember to bump it
when it was decided that Bi should live longer.
