[Kappa-users] devel reservation

We have 8 nodes allocated for max 1 hour jobs all days a week for all
projects on Kappa except those using green/green_risk/afm
partitions. This is referred to as the devel reservation (although it
consists of both a reservation and a partition). The intended use is
for testing and developing, you should not run production jobs within
the devel reservation.

It has previously not been working satisfiable, but it is now fixed.

To use add:
 --reservation=devel --partition=devel

(interactive jobs should be suitable for using devel reservation)
