[Kappa-users] No. of guaranteed nodes on green partition

The limit of the maximum number of nodes per user on the green
partition has been increased with a oversubscription factor of
2.0. Current limits are:

liu1 max nodes per user = round((29 / 15) * 2) = 4
liu5 max nodes per user = round((29 / 11) * 2) = 5
